How should a staffer ‘analyse’ an issue? How should he argue for, or against, a proposed idea? Staffers are often asked to study issues and put up proposals, but many don't know exactly what the process requires.
This course teaches a systematic way of dissecting a problem, analysing it from multiple perspectives, and identifying principal considerations to arrive at decisions on complex issues.
